To be a merit badge counselor you need to be registered with the BSA and complete Youth Protection Training. Men and women can be counselors, but they ask that you are knowledgeable in the subject that you sign up to be a counselor for.
You can fill out an Adult Application here:
Then you need to create an account at http://myscouting.org and complete the youth protection training (please record the date you completed it).
Then you fill out a Merit Badge Counselor application found here:
